QUALIFYING
CRITERIA
To qualify for inclusion in OAG’s Punctuality League, OAG must
have flight status data for at least 80% of all scheduled flights
operated by the airline or airport.
OAG’s definition of on-time performance (OTP) is flights that arrive or depart within 15
minutes of their scheduled arrival or departure times.
Cancellations are included within the OTP calculations and are counted as late flights.
Airlines
Airlines ranked in the 250 largest global airlines - by annual Available Seat Kilometres
(ASKs) - are analyzed for inclusion in the report.
Airline OTP calculations are based on operating carrier code and are restricted to
scheduled passenger flights only.
Airline OTP is calculated based on arrivals data only.
Flights where OAG do not have the required arrival time or confirmation that the flight
was diverted or cancelled are not included in the OTP calculations for airlines.
All scheduled flights operated by affiliate carriers on behalf of another carrier are
included in the analysis.
Airports
Airports must have a minimum of 2.5m departing seats to be included in the report.
Airport OTP calculations are restricted to scheduled passenger flights only.
Airport OTP is calculated based on both departures and arrivals data.
Flights where OAG do not have the required departure and arrival time or
confirmation that the flight was diverted or cancelled are not included
in the OTP calculations for airports.

Airlines
Mega airlines
The world’s Top 20 operators globally in terms of scheduled flights in 2022.
Low-cost carriers (LCCs)
LCCs must have ranked among the Top 250 operators globally (in terms of Available
Seat Kilometres (ASKs)) and operated at least 30,000 scheduled flights in 2022. The
OAG LCC list is regularly refreshed and is determined by our industry knowledge,
supplemented by carrier feedback and consultation with industry partners.
Airlines based in regions
There are five regional categories which rank the best airlines (mainline and LCC)
operating in groupings of IATA defined global regions. In each category airlines must
have operated a minimum of 18,000 scheduled flights in 2022 to qualify for inclusion.

ALL
Garuda Indonesia (GA) is the most punctual
global airline with an OTP of 95.6%. However,
in 2022 they only operated 25% of the flights
they had in 2019.
There are seven Asian-based carriers in the Top
20, and six based in Latin America. The ASPAC
carriers are operating on average at just under
70% of their 2019 frequency, and the Latin
American carriers at 92%.
The only United States carrier in the Top 20
is Delta Air Lines (DL) in 17th position, the
next highest US airlines (including their
positions) are:

American Airlines (AA) 37th
Hawaiian Airlines (HA) 42nd
There are no major European carriers in the
Top 20, perhaps not a surprise due to airport
disruption in the summer of 2022.
Only ten of the Top 20 carriers from 2019
appear in the 2022 Top 20.
Eurowings (EW) recorded the highest number
of cancellations of the Top 20, with an average
rate of 3.49% of flights being cancelled in 2022.
Japan’s major carriers perform well, with
All Nippon Airways (NH) taking sixth spot
and Japan Airlines (JL) in seventh place
The average OTP for this group is 86.7%
The average cancellation rate for this
group is 0.89%.

Japan’s biggest airlines see a return to the top
of the table as the most punctual Mega airlines
(defined as Top 20 largest airlines in the world
by frequency); All Nippon Airways (NH) is
in first place with an OTP of 88.79% and
Japan Airlines (JL) is in second place
with an OTP of 88.07%.
They are closely followed by two of the
largest South American carriers, the LATAM
Airlines Group (LA) and Azul Airlines (AD) who
both have seen OTP of 85.03% and 84.87%
respectively in 2022.
Scandinavian Airlines (SAS) and Air China
(CCA) drop below the Top 20, replaced by Azul
Airlines (AD) and Spirit Airlines (NK).
Indigo (6E) has moved up the rankings,
from tenth in 2019 to fifth in 2022. India’s
biggest carrier has seen frequency increase
over this period, now operating 8% more
flights than in 2019.
Seven US carriers make it into the mega airlines
category - by virtue of the US domestic market
being almost back at 2019 levels - with Delta
Air Lines (DL) the highest of the US carriers in
sixth position globally in this group.
The US carrier OTP ranges from Delta Air
Lines (DL) with 81.79% to JetBlue Airways
Corporation (B6) with 63.90%, reflecting the
challenging operating environment across
airports this summer.
Average OTP for this group is down to 73.36%
compared to 77.85% in 2019.
The average cancellation rate for this group is
4.24%, but this rate falls to 2.34% if we exclude
China Eastern who have had an exceptionally
high rate with ongoing lockdowns in Shanghai.

Only half of the Top 20 carriers from 2019
make it into the Top 20 in 2022.
Eurowings (EW) is the most punctual LCC
in 2022, with 95.26% of flights on-time.
Thai AirAsia (FD) is the next highest, with
an OTP of 92.33%.
Jeju Airlines (7C) - a South Korean based
LCC - is in third place; a considerable
improvement on 2019 where they were
in 31st place.
Five of the carriers in the Top 20 LCCs
are based in the Asia Pacific region.
There are three US LCCs in the Top 20, with
Spirit Airlines (NK) ranking highest of those
in 13th place with 73.18% of flights on-time.
easyJet (U2) is the only one of the major
European LCCs to qualify for the Top 20
with an OTP of 67.52%
Average OTP for this group is 78.04% and
the average cancellation rate is 1.30%.
In OAG Schedules data Norwegian operates
under two airline codes – D8 and DY – OTP
results for both codes have been combined
to show the carrier as one entity.

This year sees some changes in the Top 10 Asia Pacific carriers:
Only six of those in 2019’s Top 10 make it into 2022’s Top 10.
New entrants include Jeju Airlines (7C), Japan Transocean Air (NU), Jetstar Japan (GK)
and Thai Lion Air (SL).
The average OTP for these carriers is 86.0%, compared to 87.02% in 2019, and for some carriers
frequency is still considerably below 2019 levels.
Six of the carriers are based in Japan and two in Thailand.
The average cancellation rate is above the global average, at 1.79% in Asia Pacific.

Copa Airlines (CM) is the most punctual airline in Latin America, with 87.54%
of flights arriving on-time in 2022.
The LATAM Airlines Group (LA) has an OTP of 85.03% making them the
second most on-time airline in Latin America.
Both Copa Airlines (CM) and LATAM Airlines Group (LA) have seen
OTP fall slightly since 2019.
Azul Airlines (AD) in third place has seen a considerable improvement in their
OTP - from 80.4% in 2019 to 84.87% in 2022 - despite operating more flights.
OTP for these carriers averaged 81.23% in 2022 with an average cancellation
rate of 1.12% in 2022.

Average OTP across this group of carriers based in the Middle East and Africa has
improved from 79.62% in 2019 to 80.27% in 2022.
Safair (FA) has the highest OTP of the carriers in this group, at 95.30%, despite operating
47% more flights in 2022 than in 2019.
The largest carrier of the group, Emirates (EK), is third in the table with annual OTP of
81.13%, an improvement on their 2019 OTP of 77.55%
Average cancellation rates are the lowest in these two regions, at just 0.83%.

Delta Air Lines (DL) move up to become the most punctual airline in North America this
year, with an OTP of 81.79%. Delta has a low cancellation rate, of just 1.94%.
Both United Airlines (UA) and America Airlines (AA) have seen considerable moves
upwards, with United climbing from ninth place in 2019 to third in 2022, and American
up from eighth to fourth.
In North America, legacy airlines have higher OTP this year than LCCs.
The average cancellation rate for these carriers was 2.62% in 2022, with Allegiant Air (G4)
having the highest rate at 4.43% of flights cancelled.

TOP AIRPORTS
Japan, known for being a nation which is
always on-time, dominates with ten Japanese
airports included in the Top 20 most
punctual global airports.
Osaka International (ITM) is the most punctual
airport in the world in 2022 with 91.45% of
flights arriving on time.
Matsuyama Airport (MYJ), in the Ehime
Prefecture on Shikoku Island in southern Japan,
is a very close second with 91.44% of flights
arriving on time.
With the exception of Tokyo Narita and Osaka
Kansai, most of Japan’s largest airports -
Tokyo Haneda (HND), Sapporo Chitose (CTS),
Fukuoka (FUK) and Okinawa Naha (OKA) -
appear in the Top 20.
Brazilian airports also feature in the most
punctual airports table, with three airports
located there. The most punctual of these is
Fortaleza International Airport (FOR) which is
eighth most punctual and saw 88.81% of flights
operate on time.
There are also two south African airports in this
group, Durban King Shaka (DUR) in fifth place
and Cape Town (CPT) in 16th.
Seven of the airports are new to the Punctuality
League this year.
There are no North American or European
Airports in the Top 20.

MEGA
Tokyo Haneda (HND) has the highest OTP of
the 20 largest airports in the world (measured
by number of flights operated in 2022), with
88.06% of flights arriving on time.
There is then a considerable gap between the
next highest, Atlanta Hartsfield-Jackson (ATL),
with an OTP of 80.08% in 2022.
14 of the Top 20 largest airports are in the US,
reflecting the almost recovered nature of the
US domestic market.
OTP at the US airports in this group ranges
from Atlanta Hartsfield-Jackson (ATL)
at 80.08% to Newark Liberty (EWR) at
67.76%. Newark also has the highest rate of
cancellations in 2022, with 4.66% of flights
being cancelled, reflecting the difficult summer
many airports across the world have faced this
year as the industry struggles to find enough
people to staff airports and airlines.
OTP at Europe’s biggest airports is considerably
lower this year than in 2019, again down to
the operational resourcing issues faced in
summer 2022.
Amsterdam (AMS) has seen OTP decline by
nearly seven percentage points on 2019, whilst
Paris Charles de Gaulle (CDG) is down by ten
points, and London Heathrow (LHR) by nearly
14 percentage points.

The tenth airport is Coimbatore (CJB) - in the southern state of Tamil Nadu in India – with an OTP of
88.01%.
Average OTP for these ten airports is high, sitting at 89.53%.
The airports range in size from Tokyo Haneda (HND), the largest with 83.5m seats in 2022, to
Coimbatore (CJB), the smallest with 3.1m seats in 2022.

Stuttgart Airport (STR) in Germany is the most punctual airport in Europe this year,
with 84.20% of flights operating on-time.
Dublin (DUB) is next most punctual with 82.69% of flights on-time and is the largest
of the Top 10.
Three Norwegian airports, Trondheim (TRD), Stavanger (SVG) and Bergen (BGO), all
report OTP of 79%, with just very slight variances between them and they are ranked in
fifth, sixth and seventh place respectively. A further three airports, from eighth to tenth
place, also record OTP of 79% with just very slight differences in the decimal places.
The airport with the highest cancellation rate in the Top 10 is Bergen (BGO), where
3.24% of flights were cancelled in 2022

Half of the airports in the Top 10 Latin America group are in Brazil.
Fortaleza (FOR) is in first place with OTP of 88.81% in 2022.
Three airports - Belo Horizonte (CNF), Alejandro Velasco Astete Cusco (CUZ) and Mariscal
Sucre Quito (UIO) - all have OTP of 87%, with just a few degrees of difference between them.
Cancellations are highest at Alejandro Velasco Astete Cusco (CUZ) with 3.42% of flights
cancelled in 2022.
Three of the airports are new to the Punctuality League in 2022 - Alejandro Velasco Astete
Cusco (CUZ) in Peru, Cuiabá Marechal Rondon (CGB) in western Brazil and Vitória (VIX) on
Brazil’s east coast.

Bahrain (BAH) has the highest level of cancellations in the group, at 2.50% in 2022.

There are a number of airports with very similar OTP rankings of between 80-81%
in positions three to ten.
Only two of the US’s largest airports make it into the Top 10, Detroit (DTW) in
seventh place and Minneapolis/St Paul (MSP) in tenth position.
